U.K. Targets Russian GRU with Sanctions Amid Ongoing Cyber Warfare and Hybrid Aggression

On Friday, British officials announced sanctions against Russia’s military intelligence agency, the GRU, along with 18 of its operatives. They are accused of «spreading chaos and disorder» throughout the UK and Europe.

Foreign Secretary David Lammy stated, «GRU spies are orchestrating efforts to destabilize Europe, undermine the sovereignty of Ukraine, and jeopardize the safety of British citizens. Putin’s hybrid threats and acts of aggression will not shake our determination.»

The UK’s Foreign Office indicated that the sanctions are aimed at three GRU units and 18 intelligence officers due to their purported «campaign of harmful cyber activities over several years, including actions within the UK.»

The statement elaborated, «The GRU frequently employs cyber and information operations to create chaos, division, and instability in Ukraine and around the globe, leading to severe real-world repercussions.»

Among those targeted by the sanctions are agents allegedly connected to a failed malware attack on Yulia Skripal, the daughter of former Russian double agent Sergei Skripal, five years prior to her and her father’s poisoning with a nerve agent in Salisbury in 2018.

British authorities have indicated that the GRU also directed operations against domestic organizations, including media outlets, telecommunications companies, and energy infrastructure.

The Foreign Office noted that one of the sanctioned military intelligence units participated in online reconnaissance that facilitated missile strikes on the Ukrainian city of Mariupol, particularly targeting a theater where civilians were taking shelter.
