Shutter Encoder 19.3: The Ultimate Open-Source Toolkit for Video, Audio, and Image Conversion Released

On August 3, 2025, the release of the open-source, cross-platform tool for video, audio, and image conversion, Shutter Encoder 19.3, took place. The project’s development has been ongoing for over a decade. The solution’s source code is written in Java and is published under the GNU General Public License v3.0. The previous version, 19.0, was released in May 2025, while version 18.0 came out in March 2024.

Shutter Encoder 19.3 builds are available for Windows, Linux, and macOS.

This tool stands out as one of the few professional-grade software options available for free. It is based on FFmpeg and supports a vast array of codecs, enabling users to convert audio formats like WAV, AIFF, FLAC, MP3, AAC, AC3, OPUS, OGG, and others, as well as video codecs such as H.264, H.265, VP9, AV1, and more. Users can also work with DVDs, Blu-rays, and perform DVD RIPS.

Key features of this project facilitate quick and easy video and audio editing, including options for cutting without re-encoding, audio replacement, data extraction, subtitle integration, and video insertion.
