New Law Empowering Russians to Opt-Out of Spam Emails Takes Effect in August 2025

Starting from August 1, 2025, a new law will come into effect in Russia, which allows citizens to opt-out of receiving mass mailings. This can be done through the personal account of the service provider or via its app, as stated by Anton Nemkin, a member of the State Duma’s Committee on Information Policy, in an interview with RIA Novosti. In March, the State Duma approved a government bill aimed at protecting citizens from telephone and internet fraudsters.

Nemkin believes that this opt-out option could reduce the amount of spam by at least half. He noted that mass mailings are often exploited by scammers, particularly for promoting links to harmful websites under the guise of advertisements. The new regulations on mailings are intended to make such fraudulent schemes «less widespread and less effective.»

The next step will be to prohibit mass calls without the consent of the subscriber, which could be introduced starting September 2025. Anton Nemkin announced that by the end of the year, a service will be launched on the «Gosuslugi» portal, allowing users to report violations. Telecommunications operators will be required to halt mailings upon a subscriber’s request, which will be legally mandated.

According to the Ministry of Internal Affairs, losses from cyber fraud increased by 36% in 2024, reaching 200 billion rubles, with 486,000 cases of online fraud identified during this period.
