Former Kursk Governor Smirnov Arrested Amid Multi-Million Dollar Fraud Allegations

Former governor of the Kursk region, Alexei Smirnov, along with his first deputy, Alexei Dedov, was taken into custody on Wednesday and is facing serious allegations of large-scale fraud.

The Meshchansky Court in Moscow has ordered Smirnov to remain in pre-trial detention for a period of two months. The court’s press service released images and footage of the ex-governor being escorted into a transparent defendant’s enclosure, where he listened as the judge outlined the charges.

Smirnov and Dedov are accused of misappropriating 1 billion rubles (approximately $12.17 million) from the Kursk Region Development Corporation, funds intended for constructing defensive structures along the Ukrainian border, according to the Russian Interior Ministry.

Authorities believe that the pair led an organized group in collaboration with the management of the Kursk Region Development Corporation to orchestrate the theft of public funds, stated Interior Ministry spokesperson Irina Volk.

Telegram channels linked to Russian law enforcement reportedly claimed that Vladimir Lukin, CEO of the Kursk Region Development Corporation and currently on trial for the same embezzlement case, has provided testimony against Smirnov.

Smirnov served as governor for a little over 200 days before resigning in December, with President Vladimir Putin appointing State Duma member Alexander Khinshtein as his successor.

During Smirnov’s administration, Ukrainian forces unexpectedly launched an incursion into the Kursk region, resulting in the displacement of thousands of residents from areas near the border. Those who escaped areas taken by Ukrainian forces organized protests, accusing both local authorities and the Kremlin of neglecting to compensate them for their homes.

Recently, Russian military forces have regained significant control in the Kursk region, although reports indicate that some areas still remain under Ukrainian influence.

Smirnov appeared to lose favor with Putin amid the initial phase of the incursion when the Kremlin leader interrupted him mid-sentence during a briefing on Ukrainian military advancements. Upon Smirnov’s resignation in December, Putin remarked on his failure in «crisis management.»

The scrutiny surrounding the border defenses of the Kursk region has increased since Ukrainian forces commenced their incursion, reportedly facing little resistance.

In October, police conducted a search at the office of controversial regional lawmaker Maxim Vasilyev, who had been accused of inadequate border defense measures. Vasilyev publicly accused filmmaker Nikita Mikhalkov of exaggerating the situation.

Independent journalist Farida Rustamova pointed out on Wednesday that the construction of defense fortifications in the Kursk region was completed prior to Smirnov’s assumption of office in May, when he took over from former governor Roman Starovoit, who was appointed by Putin as head of Russia’s Transportation Ministry.

Before his gubernatorial appointment, Smirnov was the first vice governor of the Kursk region and chairman of the regional government.

His arrest comes shortly after the mayor of the regional capital announced his resignation due to “family reasons”, raising speculation that acting governor Alexander Khinshtein is dismantling existing local elite networks and replacing them with his own.
