Enhanced Mobile Banking Features to Aid Fraud Victims Starting October 2025

Starting from October 1, 2025, major banks, including those in the payment services sector, will be required to implement features in their mobile applications that enable customers to quickly report fraudulent transactions. Victims will also be able to receive an electronic certificate from the bank regarding such transactions for reporting to the police, as stated on the Bank of Russia’s website.

These new requirements are outlined in the regulations set by the Bank of Russia. They aim to simplify the process of filing claims with law enforcement agencies.

Customers of these banks will also have the capability within the mobile app to respond to the bank’s inquiries about whether they conducted a transaction that led to a request from the regulator due to fraudulent activities. This communication method is applicable in cases where victims directly approach the police, and law enforcement officials request data from the Bank of Russia.

Additionally, starting from October 1, 2025, all banks must accept requests from individuals who have transferred cash to fraudsters’ accounts via ATMs using tokenized cards. It does not matter whether the victim is a customer of that bank.

As of March 29, all banks will also be obligated to inform the parents or legal guardians of minor clients aged between 14 and 18 about the issuance of a card to them, as well as any transactions made on the child’s account. The methods of notification will be specified in the agreement with the bank.
