Clarification on Receiving Notifications About Military Registration Records on the Gosuslugi Portal

In early July 2025, users from various regions of Russia (reports have emerged from several Telegram channels in Tatarstan, Magadan Region, Mordovia, Yamalo-Nenets Autonomous Okrug, Sakhalin Region, and Moscow) began receiving notifications from the «Gosuslugi» portal indicating that their information had been entered into the electronic register of military accounting. This notification does not necessarily imply the presence of a conscription notice; instead, it may simply indicate that user information has been recorded in the register.

On September 18, 2024, Russia launched a test version of a resource known as the Electronic Conscription Notice Register for military obligations.

Access to the Military Notice Register is provided through a Gosuslugi account via the Unified Identification and Authentication System (ESIA), which must be verified. Users without an account will need to register one.

Seven days after a notice is posted in the register, it is automatically considered delivered. Once a notice is recorded, the individual is prohibited from leaving Russia.

Failure to appear at the enlistment office on the scheduled date will also result in restrictions (as per the Federal Law No. 53-FZ «On Military Duty and Military Service» dated March 28, 1998, amended July 7, 2025):

— Driving vehicles;
— Registering vehicles and real estate;
— Obtaining loans and credits;
— Registering as an individual entrepreneur or self-employed.

It is promised that all restrictions will be lifted within 24 hours after the individual reports to the enlistment office.

When registering in the electronic military accounting register, users receive information such as notices, temporary measures, and data related to the military commissariat along with the date of their registration.
