Black Sea Oil Spill: Russia Faces $1 Billion Environmental Catastrophe and Legal Consequences

A recent oil spill off the coast of the Black Sea in Russia has resulted in an estimated environmental damage of 84.9 billion rubles (approximately $1 billion), according to the government environmental watchdog, Rosprirodnadzor, on Friday.

The incident took place when two old Russian tankers, Volgoneft 212 and Volgoneft 239, discharged thousands of tons of heavy fuel oil during a storm on December 15. The Volgoneft 212 broke apart and sank, while the Volgoneft 239 ran aground.

Since then, volunteers and emergency response teams have been engaged in cleaning up oil and contaminated sand from beaches in the southern Krasnodar region and annexed Crimea.

Svetlana Radionova, the head of Rosprirodnadzor, announced that the owners of the tankers, Kama Shipping and Volgatransneft, are required to voluntarily pay 49.4 billion rubles ($583 million) and 35.4 billion rubles ($415 million) respectively within one month, or they will face legal action.

Both companies are already contending with several lawsuits filed by regional prosecutors, the Russian Maritime Rescue Service, and the resort town of Anapa.

Additionally, on Friday, Transportation Minister Roman Starovoit stated that his department has completed its investigation into the oil spill and will submit the findings to Russia’s investigative authorities.

Starovoit indicated that the primary reason for the incident was the failure of the ship captains and owners to adhere to seasonal navigation guidelines, and he noted that the vessels were crewed by inadequately trained personnel.

The captain of Volgoneft 212 is currently in pre-trial detention, while the captain of Volgoneft 239 is under house arrest, facing allegations of breaching maritime safety regulations.

Furthermore, satellite imagery has revealed that oil slicks have continued to emerge near the wreck site as recently as March 31, despite no new spills being officially noted, as reported by the investigative agency Agentstvo.
