Kremlin Continues Efforts on Comprehensive Peace Plan Amid Ongoing Negotiations

The Kremlin announced on Monday that substantial efforts are being made regarding a proposed Russian peace initiative for the conflict in Ukraine, although a draft memorandum has yet to be presented.

During a phone conversation last week, Russian President Vladimir Putin informed former U.S. President Donald Trump that both Moscow and Kyiv were working on a memorandum for a peace agreement. This led to accusations from Ukraine and European officials who claimed that Russia was delaying negotiations and not acting in good faith.

Russia has denied these accusations, asserting that it has no intention of hindering the peace efforts.

«The Russian draft of the memorandum remains unsubmitted,» said Kremlin spokesperson Dmitry Peskov to the press. «We are still working on it. This is a serious document requiring thorough review and preparation.»

On Friday, Foreign Minister Sergei Lavrov stated that Moscow would outline its terms for a sustainable peace agreement after completing a prisoner exchange that had been arranged during earlier discussions in Istanbul.

According to Russia’s Defense Ministry, the prisoner swap, which involved 1,000 detainees from each side, was finalized on Sunday.

Peskov emphasized that progress toward a peace settlement would continue based on the agreements made in Istanbul, with the prisoner exchange serving as the initial phase.
