Crypto Assets Ranking: Ukrainian Officials Favor USDT, Bitcoin, and Ethereum in 2024 Declarations

In 2024, Ukrainian officials submitted 2,113 declarations mentioning crypto assets. The most favored cryptocurrencies among government employees were USDT, Bitcoin, and Ethereum, as indicated by the data from the public registry monitoring service Opendatabot.

Over the year, the number of declarations featuring digital currencies rose by 10%.

Members of law enforcement agencies were the most frequent holders of cryptocurrencies, with the National Police accounting for 322 declarants, or 15% of the total. Prosecutors followed with 240 declarations, while judges had 227 holders of digital assets.

In terms of geography, Kyiv and its region led with 582 and 185 officials, respectively. The Kharkiv region reported 172 government employees declaring cryptocurrency holdings.

USDT emerged as the most popular coin, recorded in 802 instances, followed by Bitcoin with 731 mentions and Ethereum at 713.

In 2024, the largest holder of Bitcoin among Ukrainian officials was Oleg Bondarenko, the head of the Parliamentary Committee on Environmental Policy, who reported 80 BTC (equivalent to 279.4 million UAH or $6.8 million at the time of the report).

The leading Ethereum holder was deputy Serhiy Maizel, possessing 200 ETH (worth 15.5 million UAH).

The most prominent Tether supporter was Vitaliy Brovko, head of the department at the Office of the Attorney General, who declared 847,908 USDT (valued at 35 million UAH).

Some officials indicated digital assets they no longer had access to, including Roman Saramaha, deputy head of the State Service of Geology and Mineral Resources, who lost 380.95 BTC in 2021 (valued at 1.33 billion UAH at the time of the report), and Igor Osipov, a deputy of the Podilsk District Council in the Odesa region, with 1,800 ETH (over 140 million UAH) inaccessible since 2022.

It is worth noting that employees of the National Police and Prosecutor’s Office of Ukraine were already the leaders in the number of cryptocurrency declarations in 2022. In the same year, the major Bitcoin holders were officials from Odesa, Rivne, and Khmelnytsk regions.
