New SIM Cards Service on Gosuslugi: Track Your Registered Numbers Easily

On April 1, 2025, the «SIM Cards» service became available on the Gosuslugi platform, allowing users to view the number and types of subscriber numbers registered in their name with mobile operators. “We are technically ready. There may be some glitches in the initial hours and days, but overall we are prepared to launch the service,” stated Maksut Shadayev, head of the Ministry of Digital Development, in a media interview.

The regulations governing the signing of telecommunication contracts remain unchanged.

“You will be able to see in your personal account how many and what types of subscriber numbers are registered in your name with the operators. This eliminates the need to contact each of them to verify that ‘grey’ SIM cards are not issued in your name,” as stated by the press service of the Ministry of Digital Development.

“If your operator has already connected to this additional feature, you will be able to block unnecessary or suspicious SIM cards or suspend service for them with just a few clicks,” the announcement noted.

The Ministry also reminded that, according to a previously enacted law, as of April 1, operators can no longer issue more than 20 SIM cards to a Russian citizen and more than 10 SIM cards to a foreigner.

“If the number of your SIM cards exceeds these limits, you will need to dispose of the excess. Russian citizens have until November 1, while all others have until July 1,” the agency clarified.

In the SIM Cards section on Gosuslugi, the following types of numbers are displayed:

— Personal — when the SIM card is registered under your passport;
— Corporate — when an organization issues you a SIM card and you activate it on Gosuslugi.

Information about each number is listed in the section. You can also assign a unique name to each number.

If you find a number that you did not personally contract for, it can be temporarily blocked.

Information available includes:

— Association with Gosuslugi;
— Name of the service provider;
— Contract details with the operator;
— SIM card activation date;
— Device IMEI;

You can also assign a name to the number or block the SIM card in its profile.

Utilize this service to block a number that does not belong to you but is listed under your name.

If the number is linked to your Gosuslugi account, be sure to replace it with a current one before blocking to avoid login issues.

You can only block a number attached to Gosuslugi without replacing it if you possess a qualified electronic signature (QES).

Additionally, the Ministry announced that soon Russian users will be able to set a self-restriction on the remote issuance of SIM cards through Gosuslugi to prevent fraudulent registrations. “Fraudsters often register dozens of numbers under someone else’s name for use in robocalls, and victims may not even be aware of it. Citizens will be able to prohibit the conclusion of telecommunication contracts without their physical presence at Gosuslugi or in MFC,” the Ministry clarified.

On March 1, 2025, a law went into effect regarding self-restriction on the issuance of loans (excluding mortgages, educational loans, and auto loans). For such a restriction, a Russian citizen must submit an application via Gosuslugi or at an MFC. A full rejection of consumer loans or a limitation only on remote application methods is possible. This measure is implemented to combat fraud and improve control over personal financial decisions.
