A blockchain system called Integrity Chain will be launched in the Philippines for the Department of Public Works and Highways.

This platform aims to enhance the transparency of government contracts following widespread protests over alleged corruption in flood response initiatives. According to the Australian Institute of International Affairs, over $33 billion has been allocated to these efforts over the past 15 years.

The solution was developed by BayaniChain Ventures, which records contracts and key project milestones in a secure registry based on the Polygon network. Paul Soliman, CEO of BayaniChain, stated that the goal is to transform government records into «immutable, verifiable, and publicly confirmable digital assets.»

Data within the system is verified by independent validators, including civil society organizations, universities, and media outlets. They review and authenticate the entries, while the actions of these validation nodes are also recorded in the blockchain to ensure accountability. More than 40 non-governmental organizations participated in the initial phase of the project.

In the future, there are plans to extend Integrity Chain to other government agencies. Soliman noted that this initiative could help «protect the entire annual budget of the Philippines,» which is estimated at around $98 billion. He added that public trust would be rebuilt «not on promises, but on cryptography.»

Note that in August, the Philippine government suggested creating a strategic reserve of 10,000 BTC.
