Some of the organizations mentioned in the report have been classified as terrorist by several countries.

The Israeli Ministry of Defense has reached out to Tether, the company behind USDT, requesting the freezing of $1.5 million spread across 187 wallets. According to the ministry, these wallets are owned by the Islamic Revolutionary Guard Corps (IRGC) of Iran and are purportedly being used for funding terrorism.

Elliptic has confirmed that significant amounts of USDT have transited through the listed addresses. However, analysts have pointed out that not all transactions are directly linked to Iranian military operations.

Some of the wallets are suspected to belong to cryptocurrency services or other infrastructure utilized for conducting transactions on behalf of multiple clients.

The IRGC is subject to international sanctions and has been designated a terrorist organization by the United States, Canada, the United Kingdom, and the European Union.

According to Elliptic, on September 13, Tether blacklisted 39 of the 187 addresses.

Experts have noted that the IRGC has been using cryptocurrency for many years. On September 12, the U.S. Department of Justice announced the seizure of 584,741 USDT from Iranian national Mohammad Abedini.

During the investigation, it was revealed that he is the founder of a company that manufactures navigation systems, which are believed to be used in the IRGC’s military drone program.

In March, members of the Corps were accused of stealing over $21 million in cryptocurrency under the guise of an anti-corruption investigation into the collapsed exchange Cryptoland and its founder Sina Estavi.

In December of last year, the U.S. Treasury added addresses to its sanctions list that had received a total of $332 million in USDT. The wallets belonged to Said Ahmad Muhammad al-Jamali, who was previously found to have transferred tens of millions of dollars to the Yemeni militant group «Ansar Allah» with the assistance of high-ranking IRGC officials.

In June 2025, an Israel-based hacker group compromised the Iranian cryptocurrency exchange Nobitex, stealing $90 million. The stolen funds were sent to addresses containing various renditions of the phrase «F*ckIRGCterrorists.»

According to Elliptic and other sources, the trading platform is connected to the IRGC. Specifically, it is used by sanctioned operatives of the Corps, who have been accused of conducting attacks using ransomware.

It’s worth noting that analysts from TRM Labs have suggested that Israeli intelligence might have utilized data from the hacked Nobitex to capture Iranian spies.
