The issue arose from suspicions regarding the use of the «white triangle» scheme and user complaints about the freezing of bank cards.

In this scheme, the exchanger shares the details of one client with another for direct transfers. The service does not handle the payments directly and does not verify the origin of the funds.

According to an expert, the aggregator identifies suspicious services based on several indicators: inflated exchange rates, payouts through unverified processing and P2P platforms, as well as the fragmentation of large transfers into smaller ones.

The platform also takes into account client complaints about temporary card freezes. Zuborev added that each case is investigated individually to avoid fraudulent complaints and «competitive wars.»

The restrictions have not significantly harmed competition on BestChange, believes the analyst. There are enough services on the platform offering favorable rates.

However, Zuborev predicted an increase in risks on P2P platforms of cryptocurrency exchanges. In his opinion, «gray» processing companies may migrate to these markets, which would heighten the chances of interacting with unscrupulous participants.

«Users who are less concerned about the cleanliness of their funds will likely receive a more advantageous exchange rate than before,» he noted.

Zuborev pointed out that AML practices for fiat operations are almost non-existent in the market due to the complexity of their implementation.

He identified KYC/KYT procedures as the most effective measures. These include card verification against the exchange page or providing a basic set of documents, as is customary in cryptocurrency exchanges.

On August 6, the BestChange team received official notification of the initiation of the procedure to exclude the service’s domain from the register of prohibited resources. As of September 17, the site has been accessible again in Russia.

It is worth noting that on April 18, Roskomnadzor once again blocked the BestChange domains in Russia.
